How fingerprinting is a core part of the background check process?

Generally, fingerprints are taken for criminal investigation. These are used to determine the identity of an individual. As the print of one finger never matches with another one, therefore, can be used in the best way for identity. Even identical twins do not have the same print on their fingers. So, an individual can easily be identified with the impressions of their fingers.

If an individual is associated with any kind of criminal record, then these impressions help determine that person.

Why states should use fingerprint-based background checks?

As per section 6201 of the patient protection and affordable care act of 2010, it requires a state criminal history record check of each applicant for direct employment in the states that are participating in the NBCP for the safety of the citizens.

What is the purpose of a fingerprint background check?

These are used in the screening process and help in researching the criminal and non-criminal history of an individual. Often it is required for employment purposes. It helps in revealing the criminal background of a candidate. Many employers see this screening as a secure choice. Initially, fingerprint checks were developed for use by law and criminal investigation and not for employment screening. Now, these have been used outside of the justice system. Usually, the screening includes information such as the birth of the person, address, vehicle accident, employment, insurance information, and much more.

What is the difference between criminal fingerprinting and civil fingerprinting?

Fingerprinting falls into main two categories that are known as criminal and civil fingerprinting. Civil fingerprinting is used for the identification of people when they have to enter into public service. It determines a person with no prior criminal record.

While in criminal fingerprinting identification, the records of an arrested person are checked on a primary basis. It checks the records of the arrest or conviction information of an individual. It helps in determining the true identity of a person. Using electronic fingerprinting services instead of ink & roll fingerprinting services in Mission is great for more accuracy and less turnaround time.

Common misconceptions regarding fingerprinting background checks!!!

While lawmakers still consider fingerprints as the ‘gold standard when it comes to background checks. There are some reasons why one should not merely depend on fingerprint checks only:

  1. The database is notoriously complete.

  2. Fingerprints are not always collected when a person commits any crime and gets arrested due to the same.

  3. They are fool proof. All background check tactics have unavoidable weaknesses and fingerprint one has no exceptions therefore relying merely on these is not a good option.

What are the different disadvantages of criminal-based checks?

Most people consider fingerprinting checks as the best approach to criminal background screening. There is no doubt that fingerprints are unique and these can’t ever be matched with another person. Therefore, these are the best ways to detect an individual. But at the same time, they have their shortcomings. Some of the disadvantages of these are:

  • Its turnaround time is high and around 6 weeks is common.

  • Facilitation of fingerprinting is difficult.

  • Not all states have the right record management system that meets the FBI requirements. 86% of the total states have proper record management systems.

  • There is no formal drug testing.

  • One of the biggest misconceptions is that they are only relevant to criminal activity. But in reality, there are two types named criminal and civil.

What information does a fingerprint background check reveal?

Usually, a fingerprint check reveals criminal arrests, charges, and the details that are regarding the police or criminal charges associated with an individual. For the screening process, the person is required to be present there. Unlike all other background check procedures that are handled by a third party, these types of checks require a candidate to participate in the process actively. The person is required to give the fingerprints.

Nowadays, these are used highly outside of the justice system as well. Employers often use them with name searches in the database to verify a candidate that whether they are giving accurate information about them or not. Fingerprinting background checks are also used for USA entry waiver services in Mission, and name correction application services in Mission.

A USA waiver certificate is issued by the government of the USA to enter the country from any other country and to correct the name in different documents, identity of an individual is identified with the help of fingerprints. Both Ink and roll fingerprints and electronic fingerprints can be used for the process that is authorized by the RCMP.

The applicant usually goes down to a local police department and scans their fingerprints. This scan helps pull up the relevant criminal records which the organization will forward to the employer who has requested the same. Information that the record shows is the name, aliases if present, residence, citizenship, date, and place of birth, race, sex, weight, and height. Hair and eye color and social security number. This means the candidate can work legally in an organization without disturbing the environment with violence.

How are fingerprint records submitted?

Generally, fingerprint records for NBCP applicants are submitted by the fingerprinting entity which can be a potential employer, state agency, or law enforcement agency to the SIB. Then these fingerprints are submitted to the FBI by SIB. Before April 2012, hard cards were mailed to the SIB but now these have stopped processing hard cards. SIB will need to scan the hard cards now and have to submit these electronically to the FBI.

Generally, secure telecommunication is used for the transmission of the live scan. As electronic transmission occurs immediately and does not take much time.

Are fingerprints retained?

Each state has its SIB that serves as its fingerprint and criminal history repository. After that, an applicant’s fingerprints are taken and then these are forwarded to the SIB. Then SIB forward these to the FBI. FBI does not retain the fingerprints of NBCP but States with rap back programs retain fingerprints at the SIB as per the state policy.
